I don't know what's so hard to understand. The NCAA has banned two a days where both are full practices in pads. Mac and others have elected to make one a full pad practice and the other a skeleton practice.
The other option is to only practice once each of those days and have full practices starting a week earlier. I don't see any advantage to the practice in pads a week earlier as opposed to using those practice times to focus on the up coming opponent.
