There is a line between a person's free speech (no matter how stupid) and assault. So if the idiotic person who is questioning her is within his first amendment rights the officer probably can't do much if anything about it. And this happened in Illinois that very liberal state, or at least I thought it was.
If he was a diehard trump supporter hiding in the liberal bastion of Chicago some reporter would have already doxxed him.

The person bothering her was apparently drunk as well, another reason the officer should have intervened. Now he is not really a police officer in my view, more like a park ranger.
