Not sure about the bargaining issue but what they propose should be legal since they aren't forcing them to stand for the anthem and just requiring them not to be on the field if they are going to disrespect the flag instead.
Find another job if you don’t like the rules in your current one.
From my experience in management working with unions is that if a policy is implemented outside of the original collective bargaining agreement, it will need an addendum and the union needs to approve it. It the union doesn't approve it, then it will be proposed at the next collective bargaining agreement. When a collective bargaining agreement is in place, management cannot implement rules without the risk of a grievance being filed since the new policy was not negotiated in good faith nor by both sides. This will most likely go to an arbitrator.

It just depends on how their CBA is worded. There is no general rule anywhere that says bosses can only do things that are specifically allowed by the union CBA. Every CBA is different and defines the scope of the work and the latitude that management has. Without looking at any specific language, it is anybody's guess as to whether the NFL is violating the CBA.

Knowing how the league screwed the players when it came to imposing discipline for off the field things without much evidence I wouldn't be surprised if they snuck something in there that might cover this for the good of the game. Its going to be another sh*t show if they start kneeling again. You know Trump won't let the issue go. Heck he even said they should be forced to stand but I doubt many people stay away as long as the protesters stay out of sight during the anthem.
Keep them in the damned locker room until the anthem has been played. Problem solved.
