Shaq Fu is clearly in the wrong profession. He is the ideal candidate for an upper level position in the United States Government. The determination in how the US GOV accounts for spending increases goes like this. Even tho spending increases every year by the geniuses in DC, if the current year increase is less than the previous year's increase, those MORONS consider it a spending cut, simply b/c the % increase is less than the previous year.
