Weird.
No idea why her firewall would block everything else on the network.

Don't allow her on the network, problem solved

Well, it doesn't make sense or the op doesn't make sense. That's why I asked the question.

When her Toshiba connects to my local network it block all devices on the network, computers, kindles, cellphones and Roku streaming devices.
Now that makes more sense. Yeah, I have no idea. Has to be something in her network preferences or her firewall.

Are you certain there is not some virus or something attacking the network when her Toshiba is up?
This is so odd.
Could there also be some admin type authority on her computer and she is unknowingly blocking the system from everyone else? Doesn't make sense because permissions shouldn't matter whether she is up and running or not.
Just taking shots in the dark.

Her firewall permissions wouldn't be known to the network unless her computer was logged in. I mean that it's almost an instantaneous shutdown.
What I meant was, is there something in her system that is actively shutting down the network outside of her computer, obviously there is, but I mean like an admin authority.
But as I said, those permissions (or blocks) should be active whether her computer is up or not.
Whole things doesn't make sense lol

Try turning off the firewall or windows defender. When my wife upgraded to 10 it wouldn't let her on and we found that did it.
