Generally true, for sure, but Urban played starters (or 1A type players) on STs, which likely had a lot to do with his success.

Of course, it probably hurt the offense.

I would like to see the running into/roughing the kicker rule modified for these rugby style kickers that run around back there

The rules already take this into account. If the punter runs outside the tackles (same boundary as grounding) he is no longer protected. Of course, targeting and late hits are still penalties, but you don't have to worry about touching the punter on an attempted block.

NCAA Rule 9 – Conduct of Players and Others Subject to the Rules – Ruletool

ARTICLE 16. Roughing or Running into Kicker or Holder
When it is obvious that a scrimmage kick will be made, no opponent shall run into or rough the kicker or the holder of a place kick... The kicker’s protection under this rule ends:... when he carries the ball outside the tackle box (Rule 2-34) before kicking.
