He is still a true freshman in 2021 and RSFr in 2022 however.
The NCAA is expected to make the 1 time transfer rule official starting in 21 - they tabled it in 20, with the "expectation" that it will be official in 21. We'll see. But I think after the push back they've gotten (from the Cade Mays and other cases involving high profile lawyers) they're going to pass it.

Well but it depends on when it is effective. Ie if it says as of Jan 1 2021 anyone who transfers.... so long as they transfer by Mayxx each year vs some other wording.It said by May 1st so hopefully it’s a go
It would make no sense to not grandfather all current applications for a waiver for all unprocessed first time transfers
