New rule. If O substitutes, D is allowed to as well. In order for the O to not take advantage of this by waiting until just a little bit of play clock left and then leaving D in a precarious situation; either not substitute and get beat or do and end up with 12 men, the refs still put the onerous on the offense since they are driving the substitutions.

Stopping the play clock for substitutes would alleviate these type penalties but slow the game down. I think the way the rule is is sufficient. Pats were stupid here. They knew they were going to sub and knew enough time still needed to be there for the D to follow suit but waited too long. Oh well.
