I have seen a university strive to climb the ladder as a research university meeting the precise criteria that the Carnegie foundation promulgates, so I know what you are talking about. No the university is not telling them what to pay but the university sets the "full cost of attendance" figure that determines the stipend. The stipend is the difference between the full cost of attendance and the value of athletic scholarship. A traditional “full” athletic scholarship covers tuition, fees, room and board, and books. Universities also set a “full cost of attendance” price that estimates out-of-pocket expenses like travel, cell phone service and other incidentals. So either the university has to increase the full cost of attendance figure or the UAA hαs to lower its value of a full athletic scholarship.True, but like AR said, the UAA is the one paying the stipend (not the University) so we should be paying what our rivals are paying - at a minimum nobody in the state should be paying more. And how the hell is it more expensive in Knoxville or Tuscaloosa? It's a joke. And it's another Foley/UAA issue. The University isn't telling the UAA what to pay (or are they?).

Based on what you are saying (and truth be told, I really had no idea how this whole thing worked), it does seem odd, that the full cost of attendance would vary much from university to university, particularly similar universities in the same state. For example, why is there a disparity between UF and FSU? Does one really have more incidental expenses in Tally than Gainesville? It would be interesting to look at the places where there are two schools in the same city, like Georgia Tech versus Georgia State, or UCLA versus USC.
