Friendliest place in the US I've ever been is Oahu Hawaii. Nobody comes close. I know the locals don't like us howlies but the staffs at the restaurants, hotels, attractions were amazing. Honestly have always found NYC to be very friendly too. Everybody in the Keys is friendly because they are all there by choice after leaving some sh1thole up north.
The worst? I Drive in Oh-town. Though it's more incompetence than unfriendly.

There is no way Miami shouldn't be higher on the list. The last time I visited that ****hole was when my brother was in band back during the Zook years. They were throwing bricks at the bus and any car with Gator stuff on it as we were leaving.
