    I can't even put my grandkids Lego sets together....you really don't want to see me build anything. Irrigation and Landscaping I'll do from sun up to sun down....building anything that looks better than what a 3rd grader might be able to do is beyond my pay grade.

        There is just nothing quite like the sound those 16oz nearly frozen cans make when you want to sit back and admire the monumental task you've just conquered....or when you just want to look out over your domain at 4.30.....or when the game starts....or when you get excited about grilling....or you just washed your car..... or you're getting in the pool....or went to work that day....or you sat on your fat a$$ and did nothing constructive.....or it's pretty much anyday that ends in a y....

          To answer your question, concrete people pour concrete over dried concrete all teh time. My OCD won't allow me to do that.

          I have heard of fence guys pouring from the bag into the hole, but have always seen them add some water to it and mix it in the hole. Depending on the moisture level of course. Boy, that sounds like the plot to a bad porno film.

            I’ve done this on many a fence and deck project. We always put a little water in the hole, dumped in the bag, added a little water, gave it a quick stir and moved on. It will pull all the other moisture it needs from the ground. No idea if this works in super dry climates.
