You are both correct. If you are an NFL team with a rich but frugal owner, and you want to convince him that you need a facility like that, you have to have a nice long stretch of zero playoff appearances.

If the Dolphins were a perennial playoff team we'd be looking at drop ceilings and carpet squares.

On the local news today they were profiling the Dolphins new practice facility, including the seating area for up to 3,000 fans who want to come watch practice.

Since the practice facility is right outside Hard Rock Stadium were the Dolphins and Hurricanes play, it occurred to me that maybe the Canes should just play their home games on the practice field from now on. They might even have an occasional sellout for a change!
