The brought in Carson Palmer a few years ago. The problem is much greater than QB. As DUDE points out, their has been zero continuity at the top for years, which is why they've been terrible.

Was Palmer under Allen? I don't remember if he was or not. The problems with the Raiders are in the upper management which is very true. It is the reason they have had a revolving door at coach and quarterback. No coach/GM has the ability to stay long enough to develop the roster.
