To the first question, yes. Always have.

On his quoted post, sure, some punctuation issues and you know I'm never a fan of the all CAPS. But that aside, his point is valid. You simply don't threaten to put a bullet in someone twice on a message board. Once is acceptable, but never a second time. Longstanding rule.
