All a laser does is burn a hole in the target. They work well on missiles because it upsets the aerodynamics causing the missile to tumble and break apart. It helps that the skin of a missile tends to be thin. On a ground or sea target I don't how much damage you can really do. If you get lucky you might start a fire. Really it has the impact of a small caliber bullet. Granted you can aim it better and shoot it faster. I worked on a defense project (can't remember the program - I don't think it ever got deployed) that consisted of several 747's that would loiter in the world's hot spots and be able to shoot down things like scud missiles. Because of the power and distance the laser took up the entirety of the 747. However even at that size all it did was burn a hole in the scud. Which was enough to bring it down.
