You sure this isn’t just sloppy journalism and poor use of a pronoun? It would be so stupid, the only real explanation is that “No reason to play ‘him’” is referring to Franks as ”him”.

I would have liked to see Frank's get a few more series in the game. See if he adjusted to anything during halftime and to just get him more live reps. Maybe get him a few more downfield passing plays. Not streak passes but maybe a few 15+ yard throws down the field to get him reading the defense a little more to get him comfortable with those passes. But overall I was happy with his play.
