I read that this was first due to weather. The only other bowl game ever canceled was the Hawaii Bowl...after the attack on Pearl Harbor.

So as expected, ESPN has fixed the Boise/BC problem. They completely removed the game from the list and adjusted the rest of the games accordingly so you don't lose your wager for that game.
