Logically, that would mean that the original rating was wrong (and, perhaps, that the staff was right in pursuing him intensely). But that can't be right since rating services are brilliant and people that make their living coaching don't know talent when they see it.Well it's more like it gives the guys doing the evaluations a chance to see them in person and competing against other highly ranked players.
