Most likely because it's not a criminal case, and no criminal charges were filed (at least to my knowledge).

Rape is a heinous crime and I think deserves the death penalty. That said, this gal had a two year "relationship" with him and then waited 2 years to go to the police....right before she filed a lawsuit. She's looking for a payday, no more no less.
