Best comedy sitcom of the last 20 years

Yeahhhhh Seinfeld is pretty much the default answer here. I don't think I've ever watched an episode and not laughed my ass off multiple times.

Other good ones are The Office (although it doesn't really count as a sitcom), It's Always Sunny in Philadelphia, and Fresh Prince.

If we're talking Redcoat BBC comedy I have to vote for "Keeping Up Appearances". Hyacinth rocks. On the other hand I'd rather experience a root canal than watch that insipid neurotic fest "Absolutely Fabulous"

the young ones had their share of moments also, but out of them all Fawlty Towers was the best.
