Honestly, I don't know the whole story but find it hard to believe he shot two people and got away with it.

Based on the news reports it looks highly likely.

MJM, less than half the murders result in an arrest. GPD identified the shooter and closed the file. It's a closed case. Plenty of cases end that way with the SAO not taking action.
