Or are we still allowed to do like Urban did and hire the best recruiters from Michigan, Stanford, Notre Dame etc? Or is that illegal now? We could theoretically pay as much as any other P5 school, right?

Its a toss up. A good hire would mean manual pencil sharpeners. Most are looking forward to the electric ones.

He was working within the fooley-ish constraints of having to hire a young, unproven up-and-comer who will work for peanuts.
