Here's the video of it (video should begin at the play). If there's no PI, the ball doesn't get tipped and isn't picked. The interception comes after its bobbled on an attempt to catch due to the PI. No PI, catch. PI called, no pick. I really don't see how you can see this and think it's a bad throw.

Sometimes even the great ones miss. If they're not missing occasionally, they're not throwing enough and being too conservative.
