As BMF said above once the college season is over they have to report to A+ ball. I remember a few years ago, an LSU pitcher was picked (believe 1st overall) by the Phillies, a few days later I was watching his first professional game pitched for the Clearwater threshers, sitting a few rows in front of his family (really nice people). He lasted a hand full of starts before moving up. The draft happens this early, because most of these kids (at least in college) can help out their A+ teams after the minor league all star break.
These guys have to report to rookie camps/A-ball. Some of these players seasons have been over for 2, 3 or more weeks now. There are only 64 teams that make the D1 tournament. They hold the draft now to fill their rookie-league teams. The players still playing happen to play on good teams. The rest of the kids seasons are over. Basically, MLB isn't going to fix something that's not broken.
