From what I've read is that he has yet to have even a mediocre camp, let alone a bad one.
He is going to be a project and he may only end up being a clipboard holder. However, he is going to provide depth and add another arm to compete. If he ends up just being an average backup then we can finally move Treon. Not to mention his stars will not deter a higher ranked QB coming in. I think the 2017 recruit is doing enough of that already along with having both Treon and Will at the QB position. So no, I don't think anyone is saying that he'll be our starter at anytime. What I do hear people saying is that he may be extremely underrated for various reason and that we should give the coaches the benefit of the doubt before stringing them up like Muschamp.
