Yeah - he was evil. Just for the sake of (a bad) argument Dahmer ate 17 people. The Donner party might have consumed up to 21 people. Sure, their reason was for survival and they didn't torture and kill them but if you are going on quantity consumed then they have Dahmer beat.

I’ve always thought Pol Pot just needed a little more time to get his guys in there. That place was a mess when he took over.

Those guys were all pretty awful, but on a per capita basis, I’d put Pol Pot up with anyone. He was responsible for killing almost a quarter of his own people

Ted Bundy was a serial killer who confessed to just 30 murders. They were individual killings at least for the most part so he wasn't really a "Mass" murder. Serial killer? Yes, definitely. But not exactly what would be considered a mass murder.
And while Hitler did kill millions, I believe that Mao Zedong had him beat.
Hitler killed ~ 11,000,000 to 30,000,000*
Stalin ~ 66,000,000 to 15,000,000*
Mao Zedong ~ 45,000,000*
