Even if you give him until #4 to say he has possession, he takes 2 steps before he dribbles.Yeah, if you slow it down and slide the replay you can see

#2 RIGHT foot down
#3 LEFT foot down (PIVOT)
#4 RIGHT foot down (LEFT pivot still in place)
#5 RIGHT foot down (LEFT pivot still in place)
#6 LEFT (pivot) comes up as he starts to dribble - tough to see through our player's left leg
I don't like it, but I don't think it's a missed call.
The rule is:
A player who receives the ball while he is progressing must release the ball to start his dribble before his second step.
It's a travel.
