So the NCAA was forced by the courts to allow NIL but somehow expected alumni and boosters, with zero guidance from the NCAA, to be excluded from the universe of those engaging athletes to promote their businesses?

NIL is nothing more than colleges paying for kids, through boosters and BS companies that probably exist only on paper.
If it were true NIL, and not pay for play, we’d see a lot more commercials, endorsements, billboards, etc.
My wife bought some college football cards today and 3 of them in the set had actual autographs on them.
