For all intents and purposes the quarterbacks are in flags now.if you truly believe that after watching the number of videos out there on this hit, put the quarterback in flags. Because if 95% of the hit it's the chest like the quarterback is bracing for impact is targeting. Then they shouldn't be hit. Put them all in flags.
Another way to look at it, if the roles are reverse is that targeting?
If they hadn't missed the penalty it would have been confirmed as targeting on review. There's nothing in the rule about a certain percentage of contact to the head allowed.
