Of course he did. Any one that's been drinking should always refuse the breathalyzer. You fail that and you're pretty much guilty as charged on the spot.

Not to my knowledge. Nav or Bart would probably know definitively.

I honestly think he gets something of an adrenalin rush being out whoring around under the influence and avoiding getting caught. I'd be willing to bet he's probably had 10-15 near misses, maybe more, on 0.08.

Yep - his PR team must have said its better to deal with it using that claim. He will just end up with a reckless driving charge most likely since he didn't blow unless he did roadsides tests and was literally falling down. I don't think he ever refused a test before.
